RAYID independently verifies whether agreed targeting and beneficiary processes were properly followed and whether the resulting records and reported information are credible.
Targeting decides who receives assistance. Beneficiary verification independently examines whether that decision was made and recorded according to the agreed criteria and procedures — and whether the people listed as receiving assistance can be substantiated.
RAYID does not determine who should receive assistance and does not register beneficiaries on behalf of any organization. Eligibility criteria, targeting rules, and selection decisions remain with the commissioning client and the implementing organization. Our role is to verify, independently, whether those rules were applied and whether the records reflect reality.
Why independent verification matters
Two errors decide whether targeting was fair
Targeting errors are rarely visible from inside the process that created them. Lists, registration records, and distribution reports are produced by the same teams responsible for delivering results against them. Independent verification tests those records against community realities and the agreed criteria, reducing the risk that inclusion errors, exclusion errors, or duplication go unnoticed.

Establish the targeting criteria of record. The agreed eligibility criteria, targeting rules, and registration procedures are documented as the standard against which verification is measured.
Review the beneficiary database. Records are examined for completeness, consistency, duplication, and traceability before any field verification is drawn.
Verify with communities and respondents. Random callbacks and community validation exercises confirm identity, eligibility, and whether selection was understood as fair and transparent.
Observe registration and distribution. Live observation using structured checklists, with GPS and time-stamped field evidence, confirms that processes were delivered as agreed.
